THE PERFECT ACCESSIBLE APARTMENT TAKEN AWAY FOUR TIMES


THERE IS A PARTICULAR EDIFICE WITHIN A RESIDENTIAL COMPLEX THAT NOT ONLY HAS AN ACCESSIBLE SIDEWALK, BUT, ALSO, AN APARTMENT WITH A PATIO FACING FRONT, AND THE SAME STYLE AS THE PRESENT ABODE IN WHICH THIS MULTI-DISABLED INDIVIDUAL WITH A MOBILITY SCOOTER RESIDES.  TO ENLIGHTENED THE ACCESSIBILITY OF THIS ONE RESIDENCE IN A LARGE COMPLEX, THE APARTMENT IS RIGHT NEXT DOOR TO THE TENANT'S IMMEDIATE FAMILY.    IN THE EVENT OF REQUIRING ASSISTANCE, THE TENANT HAS ONLY TO KNOCK NEXT DOOR FOR ASSISTANCE INSTEAD OF CALLING FROM TWO BLOCKS AWAY WHERE ACCESSIBILITY CAN BE AFFECTED BY WEATHER, ACCESSIBILITY, AND OTHER ADVERSE CONDITIONS.   BEING NEXT DOOR THE TENANT HAS THE ABILITY TO VISIT MORE OFTEN WITH THE FAMILY WITHOUT HAVING TO WORRY ABOUT THE INABILITY TO GET THERE DUE TO OUTSIDE CIRCUMSTANCES.   WHAT OF THE FREEDOM TO TAKE THE MOBILITY SCOOTER OUT TO THE SIDEWALK TWO FEET AWAY FROM THE PATIO, AND PROCEED UNTO THE STREET FROM AND ALREADY ACCESSIBLE CURB THAT WAS CUT AS SUCH IN THE SUMMER OF 2008 ALONG WITH SEVERAL OTHERS IN THE COMPLEX.  THE PHYSICALLY CHALLENGED PERSON COULD RECEIVE VISITORS, LIKE EVERY OTHER PERSON RESIDING IN THE COMPLEX, COULD FREELY GO BACK AND FORTH TO THE SHOPPING PLAZA ACROSS THE STREET WITH THE MOBILITY SCOOTER FOR THE MEDICINES, GROCERIES, DOG FOOD AND SUPPLY FOR THE ASSISTANCE DOG, AND SO MANY OTHER WONDERFUL POSSIBILITIES, WHICH ARE ALL PART OF LIVING INDEPENDENTLY IN THE APARTMENT COMPLEX AND THE IMMEDIATE SURROUNDING NEIGHBORHOOD.

 

SOUNDS LIKE THE PERFECT DREAM APARTMENT FOR THE MULTI-DISABLED INDIVIDUAL WITH THE MOBILITY SCOOTER?  OF COURSE IT IS, BUT PROPERTY MANAGEMENT HAS DONE EVERYTHING IN THEIR GRASP IN THE LAST FOUR YEARS TO PREVENT THIS ONE TENANT FROM HAVING THIS APARTMENT.  IT HAS BEEN VACATED NUMEROUS TIMES -- AT LEAST FOUR OR FIVE TIMES.  EVERY TIME THE DISABLED TENANT HAS REQUESTED TO BE TRANSFERRED TO THIS APARTMENT, THE PROPERTY MANAGER HAS STATED VERY BLUNTLY NO AND THAT SAID APARTMENT WOULD NEVER BE AVAILABLE TO THE RESIDENT.  TO PROVE THAT IT WILL NEVER BE APPROVED FOR THE TENANT, THE ABODE IS RENTED ALMOST IMMEDIATELY AFTER PROPERTY MANAGEMENT BECOMES AWARE THAT IT WILL VACATE.

THIS TIME, HOWEVER, THERE APPEARS TO BE A TWIST TO THE SCENARIO.  IN NOVEMBER ON A SATURDAY, THE MULTI-DISABLED TENANT TOGETHER WITH THE IMMEDIATE FAMILY ACTUALLY OBSERVED AS THE RESIDENTS IN THAT DREAM APARTMENT MOVED.  AGAIN THE CALL WAS PLACED TO THE PROPERTY MANAGER REQUESTING THE APARTMENT, AND, ONCE MORE, THE TENANT WAS TOLD THAT IT HAD BEEN ALREADY RENTED OUT.  NOW HERE IS THE CATCH -- WHEN A TENANT WISHES TO VACATE AN APARTMENT, THEY HAVE TO GIVE MANAGEMENT A SIXTY DAY NOTICE AND THERE IS NO NEGOTIATING THAT UNLESS YOU DO NOT PAY THE RENT AND ARE EVICTED.  THAT BEING SAID, IT MEANS THAT THE PROPERTY MANAGER WAS WELL AWARE THAT THE APARTMENT WAS BECOMING AVAILABLE SINCE SEPTEMBER.  SO WHEN A POLITICIAN CONTACTED THEM ABOUT DOING A CURB CUT IN SEPTEMBER AND THE MULTI-DISABLED PERSON WITH THE MOBILITY SCOOTER WAS TOLD IN THE MIDDLE OF OCTOBER THAT THE MANAGEMENT TEAM WAS NOT GOING TO MAKE THE SIDEWALK ACCESSIBLE FOR THEM AT THEIR PRESENT ADDRESS, THEY WERE VERY WELL AWARE OF THE OTHER APARTMENT AND MADE NO MENTION OF IT.  WHEN FAMILY MEMBERS WROTE TO MANAGEMENT ABOUT THEIR INABILITY TO VISIT AS THEY TOO HAD MOBILITY DEVICES, MANAGEMENT WAS FULLY AWARE OF THE OTHER APARTMENT AND MADE NO MENTION OF IT.   WHEN THE HARFORD COUNTY HUMAN RELATIONS COMMISSION REPRESENTATIVE CONTACTED THEM IN NOVEMBER, THEY ALSO MADE NO MENTION OF IT TO HER AS WELL IN ALL OF NOVEMBER AND DECEMBER.  THEN SOMETIME IN JANUARY OF THE NEW YEAR (2011) THE REPRESENTATIVE FROM HARFORD COUNTY HUMAN RELATIONS SPOKE WITH PROPERTY MANAGEMENT AGAIN AND WAS INFORMED THAT THEY WERE UNABLE TO CONTACT THE INDIVIDUAL IN ORDER TO OFFER THEM AN ALREADY RENTED APARTMENT.

YES, YOU READ THIS CORRECTLY, THEY WERE UNABLE FOR QUITE SOME TIME TO CONTACT THE DISABLED TENANT FOR AN ALREADY RENTED APARTMENT.  LET US GO OVER THIS -- UNABLE TO CONTACT TENANT -- THERE IS SUCH A THING AS THE PHONE, EMAIL, NOTE ON THE DOOR, COMING TO THE TENANT'S APARTMENT, CALLING THE REPRESENTATIVE FROM THE HARFORD COUNTY HUMAN RELATIONS, A NEIGHBOR, THE MAINTENANCE MAN THAT RESIDES ON THE SECOND FLOOR IN THE BUILDING, THE POLITICIAN WHO IN THE PAST YEAR PLUS HAS CALLED NUMEROUS TIMES ON BEHALF OF THE TENANT -- BUT ACCORDING TO THEM UNABLE TO CONTACT -- AND WE ARE SUPPOSE TO BELIEVE THAT, ESPECIALLY WHEN THEY CAME TO THE TENANT'S APARTMENT IN THE BEGINNING OF JANUARY BECAUSE THEY COULD NOT FIND THE RENT CHECK, BUT FAILED TO MENTION ABOUT THE APARTMENT.  NOT TO FORGET, THE NUMEROUS TIME THE TENANT CALLED CONCERNING THE ISSUE OF SNOW NOT BEING SHOVELED AND SALTED SO THAT THE TENANT COULD GO TO THE MEDICAL APPOINTMENTS.  THAT IS RIGHT, THE APARTMENT WAS NEVER MENTIONED EITHER.

NOW LET US GO OVER PART TWO OF THE EQUATION -- THE APARTMENT WAS ALREADY RENTED OUT AND GUESS WHO LIVES THERE NOW, THE FAMILY THAT RENTED IT.  WHEN THE DISABLED TENANT CALLED IN NOVEMBER, SEVERAL TIMES, THEY SAID THE APARTMENT WAS RENTED OUT AND NOT TO ASK AGAIN.  ON THE LAST CONVERSATION THEY WERE RATHER HOSTILE ABOUT IT.  THE MAINTENANCE CREW EVEN TOLD THE IMMEDIATE FAMILY THAT THE APARTMENT WAS RENTED OUT AND NOT AVAILABLE.  NOW THE PROPERTY MANAGEMENT TEAM CLAIMS THAT IT WAS AVAILABLE -- HOW INTERESTING -- "AND GUESS WHO LIVES THERE NOW, THE FAMILY THAT RENTED IT"

YES, YOU, THE VIEWER OF THIS BLOG, ARE RIGHT -- THIS IS SO RIDICULOUS OF PROPERTY MANAGEMENT; BUT IT DOES NOT END THERE.  THEY ARE NOW CLAIMING THAT THEY SENT A NOTICE TO THE TENANT ABOUT THE APARTMENT.  THE ONLY NOTICED RECEIVED WAS ON DECEMBER 16 (TAPPED TO THE DOOR) ABOUT A TENANT ACROSS THE HALL MOVING OUT AT THE END OF JANUARY.  IT WAS IN AN ENVELOPE WITH THE DISABLED TENANT'S ADDRESS, BUT THE LETTER WAS ABOUT THE TENANTS ACROSS THE HALL.  FOUND IT SO OUT OF PLACE, THAT THE TENANT CALLED BUT THE MANAGEMENT OFFICE DISCONNECTED THE CALL TWICE.

AN IMAGE OF THE LETTER AND ENVELOPE IS POSTED BELOW.  THE NAMES OF THE TENANTS ACROSS THE HALL HAVE BEEN BLOCKED FOR PROTECTION FROM THE INTERNET.
